Preheat oven to 350 degrees. Grease a 9 x 13-inch pan. Combine flour, salt and baking powder; set aside. Beat eggs and sugar in a large mixing bowl until light. Beat in cocoa and vanilla and the melted margarine. Gradually beat in the dry ingredients. Stir in nuts. Spread in prepared pan. Bake 30 - 35 minutes, no longer. (Center will still seem a little soft.) Frost while still hot. For frosting: Beat ingedients together, using enough milk to bring to spreading consistency. Spread over hot brownies. Sprinkle with finely chopped nuts. Cool brownies completely before cutting into bars.
