In a bowl, combine the oil and vinegar, and beat them together with a whisk or fork. Stir in remaining ingredients, and taste for seasoning. To develop it's flavor, let the sauce stand at room temperature before serving. Chimichurri is a traditional sauce for grilled and roasted meats. Makes about 1 1/2 cups.
