Directions:
1) Bring a large pot of water to boil. In a skillet brown the beef. 2) Add the basil, chili powder, garlic parsley, salt and pepper to taste. In a bowl combine tomato paste, beef broth, sugar, soy sauce and milk. Then add to the skillet, stirring well. 3) Simmer for 10 minutes. Over low heat stir in the cheese until it has melted. Remove from heat, add the rice and let cool. 4) Cut the peppers lengthwise and remove all seeds and pith. Drop the peppers into boiling water for approximately 3 min. Drain and cool. 5) Fill the peppers equally with the stuffing and bake in a shallow baking dish at 400 degrees for 30 minutes.
